Our staff have successfully completed hundreds of FEMA map revisions on some of the most difficult to permit sites. Time and again we successfully reclaim property in the floodplain and have the expertise to navigate the difficult and lengthy process of securing floodplain revisions.

Jeff House

CEO

Jeff has more than 44 years of experience dedicated to providing technically creative and economically sound solutions for a diverse range of Water Resources and Environmental Engineering/Permitting projects. He is a nationally recognized regulatory permitting expert and is often called upon across the U.S. to take over and resolve permitting projects that are “stuck in the regulatory mud”.

 

As a pioneer in the field of advanced GIS-based Hydrologic and Hydraulic (H&H) modeling and calibration methodologies, Mr. House has served as Project Manager/Director on dozens of large-scale comprehensive stormwater master plans, watershed assessments, and FEMA flood insurance studies across the country.

 

Mr. House has co-authored and facilitated numerous stormwater design criteria and best management practices (BMPs) manuals for municipalities and agencies. Mr. House has successfully presented at hundreds of public meetings, facilitated hundreds of public outreach/stakeholder meetings, and regularly presents technical papers at trade conferences.

Jeff Moran, PE

President

Jeff is a registered professional engineer with more than 31 years experience specializing in executive management and environmental engineering. His leadership skills and success in business are demonstrated through his repeated success in improving a firms performance through expanding capabilities, improving quality of work, and maximizing efficiency. His diverse technical experience includes expert witness testimony, stormwater management, stream gage installation and statistical assessment, site investigations, remediation, and regulatory compliance. His expertise in regulatory compliance includes NPDES, CERCLA, RCRA and NEPA. Mr. Moran graduated from Pennsylvania State University as a Civil Engineer. He recently completed an Executive Management Program at Harvard Business School.

Todd Cochran, PE, CFM

Senior Vice President

Todd is a licensed Civil Engineer with more than 20 years of experience that specializes in water resources engineering and permitting. Todd’s expertise in advanced hydrology and hydraulics is primarily related to stormwater management, drainage, and flood control systems. His project experience includes the development of many one- and two-dimensional hydrologic and hydraulic models in a wide range of software programs. His experience with hydrologic modeling includes advanced methodologies and calibration, including the use of gage adjusted NEXRAD data in the simulation of historical storm events. His national experience includes FEMA flood studies and revisions, the design of flood mitigation/control systems, stormwater Best Management Practices, dam hydraulics, bridges, and culverts. Todd has managed watershed-level flood studies, FEMA Letters of Map Change, stormwater/watershed master plans, and flood control master plans. Todd has a Bachelor’s of Civil Engineering from the Georgia Institute of Technology. He resides in Smyrna, Georgia his wife, Kimberly, and their two sons.

Greg Bowers, PE, CFM

Senior Project Manager

Greg Bowers is a licensed Civil Engineer with more than 14 years of experience that specializes in water resources and permitting. Greg’s expertise in advanced hydrology and hydraulics is primarily related to stormwater management, drainage, floodplain analysis and flood control systems. He is proficient using advanced modeling programs to simulate complex hydrologic systems and evaluating multiple scenarios to reach a feasible solution. His experience includes FEMA flood insurance (re)studies, LOMR’s and CLOMR’s (including approvals using HEC-RAS 2D and FLO-2D), calibration of physics-based hydrologic models, stormwater and flood control master plans, stormwater Best Management Practices, dam hydraulics and hydrologic analysis of bridges and culverts. He has used geographic information systems (GIS) from the onset of his career to develop spatially correct models as well as generate graphics to illustrate model results visually to effectively portray risks and solutions. Greg has a Bachelor of Science from the Georgia Institute of Technology. He resides in Atlanta, Georgia with his wife Helen and daughter Zinnia.
